Hi guys i need to edit some NV items on my optimus V so it can stick with my new carrier user id. I have download the NV items using CDMA Workshop. But its in decimal i guess. I'm pretty sure that program is for uploading an official firmware. These bin files that we made are raw dumps of the memory. They are not the same thing.
That tool does not even apply to our phones. We have our own firmware update tools and even within those tools, we are missing a different dll file that prevents us from updating. If you use the Optimus S firmware, you can flash it to our phones because they do have the dll file. No matter which fiirmware you flash, the software downloads your phone's esn, PPP config.etc and incorporates it into the firmware. This is not a route to change those values. I read in some other forums a while back that the paid version of the newest CDMA workshop can do what you are trying to do. I don't promise anything, but that is what I heard.
You may want to contact the makers of the software or try a user forum. There has to be a way to do what you want because there are items like this. They dont support foreign phones. They only limit the service to write the MEID/ESN to their network, and provide you the MIN. Wait i found something that maybe you with more knowledge can see something. I flashed again the phone with my stock values (virgin) but put the PRL 01120 that you shared on xda.

Also I can dial the iusacell.228 and get updated the PRL (OTA) but that doesnt do anything to the data. I know there is something that can be done. The problem is that there is no way to modify the firmware before you flash it. I think I know how that guy does the conversion from Sprint to Cricket mobile. Extract it on the computer. Samsung USB drivers should be pre-installed on computer and USB debugging should be performed on phone. Dial.#7284# from the phone.
Select Qualcomm USB-settings. Check RMNET+DM+MODEM, press OK. Connect the phone to the computer through USB, launch NV-itemsreaderwriter.exe as administrator. Save item 00550 with NV reader/writer. Write backup directly to phone for IMEI backup. For entire NV data backup, read phone with default values Range (Dec):5. Dial.#7284, select Qualcomm USB-settings and check MTP+ADB.

On IMEI Loss/ Corruption. Note IMEI that is given below phone battery or phone box. Backup the corrupt IMEI file, open it with NotePad or other text editors. Separate IMEI number into 2-digit blocks starting from the second digit.
Add A after the first digit and then reverse sequence of every 2-digit sett of the number. Once you’re done, add 08 to the beginning of this sequence. Now, replace first nine values in NV block with this sequence. Click ‘ Write’ button on NV-itemsreaderwriter tool. Disconnect device and reboot.
